This section contains official BCA governance documents, public statements, policies and formal positions adopted by the Association.
Where matters fall outside the BCA’s mandate, we will clearly state our position and direct residents to the appropriate municipal or statutory process.

BCA Position on 70 Conrad Drive Planning Application

Official Community Notice

The Blairgowrie Community Association (BCA) is aware of the ongoing community discussion concerning the Rezoning and Place of Public Worship Application relating to Erf 2329, 70 Conrad Drive, Blairgowrie.

The BCA recognises that planning and land-use applications can generate strong opinions and differing views among residents.

The BCA’s position

The Blairgowrie Community Association has adopted a position of strict neutrality and impartiality regarding this application.

The BCA, as an organisation:

  • Has not lodged an objection to the application.
  • Has not endorsed or supported the application.
  • Does not determine whether a planning or rezoning application is approved or refused.
  • Does not act as an enforcement or adjudicating body in respect of municipal planning applications.
  • Encourages all affected residents and interested parties to participate directly through the appropriate City of Johannesburg municipal and public-participation processes.

The BCA’s responsibility is to represent the broader interests of the community while remaining fair to residents who may hold differing views.

Individual residents remain entitled to support, oppose or comment on an application in their personal capacity through the appropriate statutory process. Such individual views should not be represented as being the official position of the BCA unless expressly authorised by the Association.

Community conduct

The BCA welcomes constructive engagement, questions and scrutiny from residents. However, discussions concerning community matters should remain factual, respectful and directed through the appropriate channels.

Statements made by individuals on social media, community WhatsApp groups or other platforms do not constitute the position of the Blairgowrie Community Association unless published through an official BCA communication channel.

The BCA will continue to operate impartially and in accordance with its mandate as a community association.

On 6 August 2026, the BCA formally recorded its position regarding the planning application.

The statement confirms that the BCA remains neutral on the application and encourages residents wishing to participate to do so through the official municipal process.
